State Education Department RFP – Funding for Public High School Equivalency (HSE) Test Administration – Libraries are Eligible to Apply – Proposals due by 3 pm September 11, 2015

The New York State Education Department (NYSED) is seeking proposals from qualified agencies that wish to offer the State’s High School Equivalency (HSE) test, the Test Assessing Secondary Completion (TASC™), at no charge to the general public. As of January 2014, the TASC™ replaced the GED® test as the assessment used to earn a New York State High School Equivalency diploma.

The High School Equivalency Test Center competition is within test service areas (TSA) that coincide with the local workforce investment areas (LWIA) stipulated in the Workforce Investment Act. In order to ensure greater geographic accessibility, New York City’s local workforce investment area is further sub-divided into five (5) TSA’s, corresponding to the five (5) NYC counties of Bronx, Kings, New York, Queens and Richmond. The Big 4 Cities of Buffalo, Rochester, Syracuse and Yonkers as defined within the city limits are each designated as their own TSA.

Applicants may submit bids for more than one TSA where their test centers will be located. Separate applications must be submitted for each TSA. Each proposal must be clearly labeled with the specific name of the TSA for that proposal. A complete listing of organizational types that meet the eligibility criteria is provided in the Official Public HSE Test Center Eligibility Criteria section of this RFP. Contracts will be awarded only to those agencies that will provide testing free and to the general public.

Proposals are due at NYSED no later than by 3:00 PM September 11, 2015.
